Add the documentation to the repository

Goal of the task:
Currently, the documentation is housed in an external repository.  This needs 
to be moved in the same repository and the Makefile updated with that change.  
We can't use svnsync to move the docs over, but we can copy over the latest 
version.

Requested Task Steps:
1. Create a doc directory in the trunk and in v1.2a tag.
2. Check in the documentation into that directory.
3. Update the makefile to pull in documentation from that directory.

We may not be completely clear of licensing issues with the documentation. The 
documents themselves are fine, but some of the tools might be modified GPL code 
which cannot be released.
