Update BUILDING.md #113

I kept having the problem with and found that the only solution was to reboot and run the steps in "Building" again.

This almost certainly means you had a bad variable definition in your shell that was cleared on reboot.

Correct. I looked at everything and couldn't find it, so rather than the possibility of issues being opened asking for help, get the user to reboot since that will likely fix everything.
