C128 VDC Stretch Factor is not maintained #121

"Apply scaling params at boot" is set to No
If I change the H Stretch Factor on C128 VDC and save, it changes back to the prior value on restart. VICII saves and loads properly.
This occurs even if you manually set the values in the settings text file, so it's something runtime that is altering it.
