Newer Circle now support Plug'n'Play USB #146

...so that would allow connecting / disconnecting controllers on the fly, if I understand the documentation correctly.

Sadly, Circle now does Pi 4 (yeah!) but not Pi 400 yet. Have been running Amiga emulation and DosBox on a Pi 400 lately and that made my mouth water for a BMC build.
