Does swapping joystick ports fix it?

No I tried the result is the same

It seems to work for me. I'm using FinalIII+V4.1.CRT

Does the mouse work in GEOS for you?

My 2015 version works for me. So might be they fixed the bug since the version you are using. Let me know if 4.1 from 2015 works.

bug does not exist, Just set the 1351 mouse on port 2, save and restart with a hard reset. the FC3 works correctly Thanks
