…rkbook in order to fix the negative capex issue in https://github.com/rangl-labs/netzerotc/issues/72, updated the serialization script, changed the env.py to apply "offshore wind to power" (now the 1st component of the action vector) to column S in 'GALE' sheet of the workbook and modified the corresponding action space upper bound etc., extracted the "offshore wind to power" deployment number (column S in Breeze, Gale, Storm) from the Original 'Pathways to Net Zero - Original.xlsx' and saved as .xlsx for the 3 agents to load in util.py.
