Components - Updating to Angular 8+

Updates after initial review.

• Updated "how the Angular team defines a component", reference: https://angular.io/guide/architecture-components
• Changed "Components in Angular 2" to "Components in Angular", removed version to prevent text from becoming outdated too quick.
• Changing Counter to go through a proper function instead of using ngOnChanges
