Here is an example from the rfc:

PHOTO:data:image/jpeg;base64,MIICajCCAdOgAwIBAgICBEUwDQYJKoZIhv
AQEEBQAwdzELMAkGA1UEBhMCVVMxLDAqBgNVBAoTI05ldHNjYXBlIENvb
ljYXRpb25zIENvcnBvcmF0aW9uMRwwGgYDVQQLExNJbmZvcm1hdGlv

The fix will require changes to Text::vCard
