[Windows] ffmpeg executable not found since PATH exposed by XBMC is not the Windows PATH #7

ffmpeg.exe executable is not found since XBMC exposed PATH is not the
Windows PATH.

Tasks:
1. Create new label/textbox entry in Settings->Paths for ffmpeg executable.
   - auto detect on linux & mac
   - user will have to manually enter on windows
2. Update mythtv.MythSettings to verify ffmpeg executable
3. Update domain.RecordedProgram.getFPS() to use MythSettings instead of 
Platform
