[Draft] Source weights #79

This implements source weighting within the ranker. This can be configured to achieve the desired behavior. Although the "best" weights are still under exploration. As of now this implements a very specific choice that may not be great. Prior to merging these weights must be exploreD more fully and set appropriately.

Testing still needs to be updated accordingly.
