Strider Stability: Liveness Probe #20

Issue: When a pod is moved or restarted, it doesn’t always come back with the data it needs.

Solution: Add a liveness probe to kp registry and move refresh into container startup (Yaphet to implement).

Update: This has not improved things. Liveness probe doesn’t work very well, will need re-tooling by Yaphet.

Yaphet has added liveness probes to all Platers, and one round of upgrades. kp-registry liveness probe lower priority.
