Describe the bug
When a user has no posts, they are not listed in the author XML sitemap, but they are listed in the HTML sitemap. This is both inconsistent and incorrect.
The taxonomy archive pages also have the same issue.
To Reproduce
Steps to reproduce the behavior:
Have multiple users on your site.
Create content for some of the users.
Go to your XML sitemap and your HTML sitemap.
Under the XML sitemap, only authors with posts are shown, but in the HTML sitemap, all authors, even those without any posts are shown.
Expected behavior
Don't show authors without posts on the HTML sitemap.
