The Title Wrapper option is not working when default title is displayed.
To Reproduce
Steps to reproduce the behavior:
Add TOC block to a Page
From Inspect Control settings change Title Wrapper to h5 or select any other option other than h2
Update the post
On the frontend, see the TOC title is shown in an h2 tag instead of the selected option.
Expected behavior
On the frontend, we show the default TOC title with an h2 tag when the title is not changed in the block. We should use the tag selected in the settings for the default title as well.
