Empty composer.json in smarty download #195

What steps will reproduce the problem?
1. Go to http://www.smarty.net/download
2. Download the file  [Smarty-3.1.18.tar.gz] or [Smarty-3.1.18.zip]
3. Unpack its contents and open the composer.json file

What is the expected output? What do you see instead?
I'm expecting a valid json file (at the very least containing "{}") or no 
composer.json file at all.

What version of the product are you using? On what operating system?
Smarty v3.1.18

Please provide any additional information below.
This issue is causing my IDE (Netbeans) to mark the file and my project as 
containing an error. Please remove the empty composer.json file from the 
zip/tarball downloads if it's not required for some reason.

I can confirm this issue. It should not take many resources to fix.
