3.1.19 no longer exists on Packagist #211

Dear Smarty Developers,

Could you please stop breaking or removing existing versions.

The oldest release on Packagist right now is 3.20.0. This is an incredibly 
short notice change and once again is affecting users who are pinned to a 
specific version.

I can do nothing but once again plea for you to understand the importance of 
not touching older versions.
Our (and I assume many other people's) environment relies on being able to 
stick to a consistent version while we go through our phases of development.

As for 3.19.0, please reintroduce it on Packagist so we don't have to start 
over our testing cycle.

Make that 3.1.20 and 3.1.19 in the previous post.

github and Packagits is updated to give access to much more older versions.
