Provide an option to perma-disable swipe up and swipe down gesture

Can a feature to permanently disable swipe up and swipe down gesture be disabled? It conflicts with my pull down status bar and system navigation gesture respectively

What I've tried: Setting all options in Control options > Finger gesture on screen to None

Didn't work.
