Offer to create (not just open) a TODO file when clicking the toolbar button #605

Since the app menu is hidden by default (which I believe is a good thing), the feature of creating a new todo file is not easily discoverable.

To improve the UX, when a user clicks the appropriate toolbar button, sleek could pop up a dialog with three choices: "Cancel", "Open file", "Create file" -- similarly to how the archiving dialog works.

  1. Suggested dialog title: "Choose a New Todo File"
  2. Suggested dialog body text: "Create a new todo file or open an existing one"
