Message window smooths scrolls when it shouldn't #1753

Miranda Version                  : v0.10.20.0
Unicode Build                    : No (at least there's no indication in the 
about window)

What steps will reproduce the problem?
1. Disable smooth scrolling system-wide
2. Use mouse wheel to scroll message window

What is the expected result?
The message window doesn't smooth scroll

What happens instead?
The message window smooth scrolls
