Invisible list doesn't work at all for ICQ transport contacts in Jabber #717

What steps will reproduce the problem?
1. Login with icq-enabled Jabber account 
2. Options > Events > Ignore > ** Unknown Contacts ** > click on "All 
Events" to disable receiving of any events from contacts not in the list
3. Wait and see that you still can receive authorization requests and 
messages from bots that are not in the contacts

What is the expected result?
None of authorization requests nor messages shall be received

What happens instead?
Authorization requests from unknown contacts are received

The problem persists on new Miranda IM Version: 0.8.24 Unicode!

It is not "Invisible list" but "IGNORE list"
