IRC servers cleanup #735

Some IRC servers do not work. Would it be possible to reduce the list (by 
removing the inactive servers)?
The attached file contains servers to which i wasn't able to connect, servers 
listed on the networks pages but missing in miranda (not sure why but i 
included them too).

maybe a feature to 'test' which hosts are inactive and hide (not remove) those 
inactive from list ?
