PhonyBalloony is a program that intercepts Windows Balloon Notifications and 
reroutes the data to be displayed using Growl for Windows.  It's an extension 
of Growl for Windows, though not a core feature.  The Google Code project page

Assigning, but usually compatibility with Windows modifications and other 
applications is out of scope and always low priority.
