setup and tested semantic-release based on csv-elasticsearch.

@rap2hpoutre you still need to add the GITHUB_TOKEN and NPM_TOKEN secrets for this to work!

I committed your suggested changes - I'm not familiar enough with OCLIF so we should just see what happens :)
