This PR is a complete rewrite of the command line interface of Fragment. It introduces interactive prompts in the terminal by using clack.cc

New preview command
Add JSDoc comments to src/cli/**/*
Update CLI docs
Split Vite plugins depending on build or run mode
Fix an issue with hot-sketch-reload on Windows
