Updating to work with Ubuntu 18.04 and Chef 14

Updated to ruby 2.4.1
Updated to Chef 14.7.17
Updated dependencies to latest compatible versions for Chef 14
Updated default versions of Chef and Ubuntu to latest

This is expected to fail any testing or builds using ruby versions before 2.4.0 (the minimum version that Chef 14 will work with).
