Added Test Suite with Rspec and Basic Model Tests

All model tests appear to be passing at this time:

Finished in 0.64626 seconds (files took 2.94 seconds to load)
37 examples, 0 failures

This PR includes the following key items

• removed test directory and replaced with rspec spec/ directory
• added .gitignore file to ignore common rails files
• added .ruby-version file to specify a ruby version to assist with RVM and terminal
• added model tests with associations leveraging shoulda-matchers
• fixed issued where jquery.datatables assets was not found and causing crashing
• added annotate gem and annotated existing models to provide insight to schema structure
• added guard and Guardfile to embrace TDD
• added factories leveraging FactoryGirl datasets
