Separate highlighted fields for web from mobile #143

Currently the system allows an administrator to select highlighted fields that will be displayed on both web and mobile when viewing a child record. GIVEN that I am an ADMIN AND I have permissions to modify highlighted fields WHEN I am viewing the list of highlighted fields THEN I should have the option to check whether a field should be displayed on mobile

GIVEN that I am an ADMIN AND I choose the option to display a field on mobile WHEN the field worker is viewing a child record using their mobile device THEN they should view all fields that I highlighted for display on mobile.

GIVEN that I am an ADMIN AND I uncheck a field as displayable on mobile WHEN a field worker is viewing a child record THEN the field that was unchecked for display on mobile shouldn't be displayed on their device.
