Display issue when creating a user with no role #211

Attempting to create a user with only the mandatory fields but without a 'role' displays an error and requests 'Role ids Please select at least one role'. However, the role field now displays raw html and it isn't possible to select a role. See attached image. screen shot 2014-09-18 at 19 18 40

This should be fixed by rapidftr/RapidFTR#788 Similar issue filed in rapidftr/tracker#127
