Hide enquiries from Highlight field in system settings(Web) #261

Context

When a system admin logs in successfully into the web app, and navigates to Highlight Fields under system settings, there are two links: Children and Enquiries

User Acceptance

[ ] A user should not see the Enquiries link under highlight fields, this link should be removed/hidden
[ ] A user should not navigate to the Enquiries using the url directly entered in the web browser

when the enquiries form is removed as per #263, the enquiries link doesn't appear in the highlight fields.
