Remove enquiries form(Web)

Context

Currently, when a sys admin navigates to the forms section, there are two forms available

• Children form
• Enquiries form

  Acceptance Criteria

• Given that a sys admin has logged in successfully and clicks the Forms Tab.
• [x] He should not see the Enquiries link
• [x] He should not be able to navigate to the forms page by typing the url directly into the browser.
• Tech Task
• [ ] Completely remove/delete the Enquiries form from the RapidReg settings
