Turn off syncing form sections for enquiries at login #280

When a user logins , the app downloads All form sections from the apk.

Acceptance criteria

[ ] should not fetch enquiries form section from the apk at login

This is no longer required as a request to the URL server_url/api/form_sections only returns existing form sections, of which the enquiries form sections do not appear for RapidREG.
