Add WEEKNUM function #7

Hi @rowanseymour @norkans7 This is my version of the WEEKNUM function. I implement it with Python.

As I've explained several times - we won't merge anything that does have both working Java and Python implementations as well as unit tests to show that both of those produce exactly the same results as Excel.

OK i don't speak English very well but now i understand. I'll implement the java version and make these unit tests.
