[FEA] Additional cloud storage support in `ParquetDatasetWriter` #10787

Feature request As part of https://github.com/rapidsai/cudf/pull/10769, s3 support was added to ParquetDatasetWriter. This is a request to add other generic cloud provider support such that gcfs too is handled.
