Drop Jenkins infra files #106

Now that we're building/publishing images through GHA, and once we've disabled the Jenkins job that was originally doing this with https://github.com/rapidsai/gpuci-scripts/pull/949, we should be safe to drop the axis / run script from this repo that are no longer needed.
