Update gpuCI `RAPIDS_VER` to `22.06` #31

New cuDF and ucx-py nightly versions have been detected.

Updated dask.yaml and run.sh to use RAPIDS_VER=22.06 and UCX_PY_VER=0.26.

Looks like adding the excludes rule for dask-image messed up our parsing of the current / old RAPIDS_VER - going to try to switch over to using a YAML parsing action to get these values, as the current method is pretty sloppy
