Moves the specification of gpuCI requirements to the dask-sql repo; there are definitely some additional ARGS that can be removed with this refactor but want to wait until this is tried out on the other Dask gpuCI setups.

Think we should be good to close this, in general imagine a larger refactoring of the image builds will take place when we shift ownership over to Dask from RAPIDS
