Update gpuCI `RAPIDS_VER` to `23.12.00` #78

New cuDF and ucx-py nightly versions have been detected.

Updated dask.yaml and run.sh to use RAPIDS_VER=23.12.00 and UCX_PY_VER=0.35.0.
