With the new container images introduces in 23.08 we no longer need to set the DISABLE_JUPYTER=True environment variable.
DISABLE_JUPYTER=True
Having it there doesn't break any of the existing instructions, but it is unnecessary complexity that we can now remove.
We need to go through all of the documentation pages that set it, remove it, and test the instructions still work.
