Address GPU 101 Tutorial DLI Issues

We ran into some challenges when running the PyData NYC tutorial

• Didn't get updates to the material into DLI from Accelerated Computing Hub
• Environment had issues
  • pytorch missing
  • nvdashboard missing
• Setup instructions too long
  • Links had loads of redirects
  • Flow was messed up
  • Needs to be streamlined
• Timeout at 3 hours (not good for 4 hours tutorial session)
