Can you provide a description for this PR? It would be helpful to have context for why this pinning is being added.

Pinning because updates to rapids-dependency-file-generator can break devcontainers (as it did in v1.14).

Can you file an issue to explain what was broken? If you have error logs or thoughts on how to resolve it, that would help.
