Adding aws-sdk-cpp necessary to for building/leveraging https://github.com/rapidsai/kvikio/pull/426 and https://github.com/rapidsai/cudf/pull/16499

Why is not sufficient that kvikio advertises the conda aws-cpp-sdk package? Or is this for pip devcontainers?

This is just for pip containers. Again, a bit out of my element but trying to help unblock what I understand to be the problem.
