Include Conda debug info before install #649

This is common information asked for by Conda issue templates (like conda/infrastructure bug reports). Query it during the build so we have this information in the logs when sharing them with others to debug issues.

We may want to add more lines to this in the future

Interesting would have thought we used squash, but it appears that is not possible with the action we use: https://github.com/docker/build-push-action/issues/56
