Switch to miniforge #51

Following conda-forge's recommendation to switch to miniforge. This PR makes the switch.

References to rapidsai/mambaforge-cuda across our codebase will be replaced with rapidsai/miniforge-cuda once this PR is merged and the new images get deployed.

approved, but we'll have to wait until the upstream nvidia/cuda images are fixed (which will fix our broken CI here) before merging this PR. otherwise it won't deploy right away.
