Upgrade `conda` #64

Reverts PR: https://github.com/rapidsai/miniforge-cuda/pull/63

Now that conda env create is no longer used with --force in RAPIDS. Revert the Conda downgrading logic.

Also, should we hold off on these updates until after the 24.04 release?
