[FEA] Define shared test infra that can be provided by RAFT #368

Determine what pytest fixtures, markers, configurations, etc. that cuGraph and cuML use that can be promoted to RAFT.
Related: are there use cases for the python test namespaces already included in both cugraph and cuml that can be standardized, and is there any corresponding infra that can be shared that RAFT can provide for this?
Is there any C++/gtest infra that can be shared and provided by RAFT?

On the gtesting/C++ side, we did move over some testing infrastructure for doing things like equality assertions on device arrays. This already exists in RAFT but perhaps it might be useful to expose for other projects (and potentially add to it w/ different tools from other projects).
