[FEA] Support host static memory allocation for `mdarray`. #500

When the shape(extent) of mdarray is known at compile-time, we can customize the container policy to use stack instead of the heap as done in the reference implementation of mdarray. This would be particularly helpful for small allocations like host_scala.
