[FEA] Centralize common Python/Cython abstractions #684

Right now, the common python abstractions used in both pyraft and pylibraft, such as handle and stream, are duplicated in their respective projects. Ideally these cython files would be placed in a central location so that updates and bug fixes will propagate automatically to consumers.
