publish v1.17.0.post1 #16

Publishes a new v1.17.0 release with the library-loading changes from #13.

This is the last PR in this series.

Notes for Reviewers

Why is this `.post1` when the other PRs were `.post2`?

15 , for example, published a `v1.16.0.post2` .... because we'd already previously published `v.16.0.post1`.

For 1.17.0, we've only published v1.17.0 (no post version yet).
