Add breaking change workflow trigger #232

Adds a workflow that triggers a second workflow which sends a notification to a designated Slack channel on every PR labelled with breaking, whenever any of the following events are triggered on the PR:

closed
reopened
labeled
unlabeled

Depends on https://github.com/rapidsai/shared-workflows/pull/257

@AyodeAwe all development in this repo is moving to https://github.com/rapidsai/cugraph-gnn in 24.12 (e.g., see https://github.com/rapidsai/cugraph-gnn/pull/65), so this PR could probably be closed.
