Includes CUDA 12 support for other architectures ( https://github.com/conda-forge/xgboost-feedstock/pull/129 )
Also some re-rendering bits related to librmm being added to conda_build_config.yaml missed in PR ( https://github.com/rapidsai/xgboost-feedstock/pull/27 ) (though this shouldn't have much effect on the build as <recipe dir>/conda_build_config.yaml is always used at build time)

The CUDA 12 ARM builds depend on librmm to be built for CUDA 12. As this has not happened yet, will skip those builds for now to integrate these changes.

Will document next steps for CUDA 12 ARM here after this PR is merged.
