Windows Compatibility #29

Should we consider cross-platform compatibility to Windows?

If so, there are some things to consider, especially symbol visibility. See: ROS2 Windows Tips and Tricks and ROS2 Actions Visibility Control.

No chance we're getting ROS to work on Windows (or rather, it's not worth the time, honestly, it's already essentially impossible to set up on Mac even with claimed compatibility), our cross-platform compatibility exists through docker containers/VScode dev containers that can be run anywhere
